FIA president Jean Todt has confirmed that Formula 1’s new teams can skip the first three races of the season if their cars are not ready in time.
F1 commercial rights supremo Bernie Ecclestone has expressed doubts that Campos Meta and US F1 will make the opening race in Bahrain on March 14.
But Todt said: "In the last draft of the Concorde Agreement, it's written that a team can skip three races."
US F1 and Campos are two of four teams who have yet to launch their 2010 cars, though Red Bull and Lotus will both unveil their new designs this week. US F1 and Campos are also yet to name a complete driver line-up.
Ecclestone has been lobbying for Serbian team Stefan Grand Prix to be given a place on the grid, but Todt added: "If one of [the new teams] doesn't make it, it doesn't mean another team comes in. It's up to the FIA to decide if they have the credentials."
The Concorde Agreement is the document which sets out how F1 is run. The teams and the FIA signed a new deal last summer.
