New Australian rugby union team Melbourne Rebels is calling for its ban on signing players to be lifted.
Melbourne, which will become the 15th Super Rugby franchise when the competition expands next year, is not allowed to sign Australian-based players before June 1.
The Australian Rugby Union (ARU) is trying to avoid a repeat of the raiding of other sides when the Western Force joined the competition in 2006.
Melbourne is yet to sign a player and chief executive Brian Waldron revealed he was looking to strike a deal with the ARU, although he denied reports the team was considering taking legal action.
"Being new into the chair from my point of view I'll be taking a very conciliatory approach to the ARU," he said.
"There are certainly some issues that we have but at the end of the day we want to work with the ARU to make sure that we're highly competitive.
"We don't want to be doing anything but working through our concerns with the ARU.
"We don't see any need to have a public stoush [fight] about it."
