Former FIA president Max Mosley has claimed Ferrari would not be as successful under a budget cap agreement.
Ferrari has an estimated budget of $395m, the largest in Formula 1, according to Formula Money. Mosley tried to introduce a $60m budget cap during his presidency but the plan did not get unanimous agreement from all the teams.
"Between January and May in 2008, we had a series of meetings and everyone was agreed on the cost cap and the methodology – but Ferrari were always against it," Mosley told F1 Racing. "I think it's because they know that if they had the same amount of money to spend as the other teams, they would fail."
Mosley also attacked the management style of Ferrari president Luca di Montezemolo.
"Luca is very, very good with people and he's certainly a very personable, pleasant person, but, in my opinion, he's also a very weak character so he's easily led," he said.
