Sheffield Wednesday chairman Lee Strafford believes Crystal Place should already have been relegated from the Championship after going into administration.
Speaking ahead of the relegation showdown between the two clubs at the weekend, he said: "If you mismanage a football club to the extent where you end up in massive debt, administration should not be an escape route. There should be a bigger punishment – relegation."
Wednesday has been burdened by debts of around £25m for the past decade, but has managed to stay out of administration.
