Hull FC chief executive James Rule wants a review of the current £1.6m Super League salary cap to allow for replacing injured players.
Rule told BBC Radio Humberside the current structure forced clubs to use players who are not physically or mentally ready.
Rule said: "I'm not advocating we scrap it – it's a great concept for the equalisation of the competition".
Currently clubs cannot sign players if they do not have room under the cap.
