Gloucester chairman Tom Walkinshaw believes rugby’s Guinness Premiership would be in a “sorry state” without the salary cap.
Walkinshaw was responding to a question at a fans' forum about the age balance in his side's squad.
He said: "Without the salary cap, the league would be in a sorry state. We've got a difficult couple of years ahead and we need to keep it.
"When players knock on international doors you've got to make a choice. Do you keep the proven player and lose the young one? It's a conundrum."
Walkinshaw bought a controlling interest in Gloucester in 1997 and is now one of the longest-serving chairmen in the Premiership.
