Agents working on behalf of Al Jazeera Sport within the United Arab Emirates have promised to refund the value of viewing cards which have failed to show full coverage of the World Cup.
During a meeting with the Minster of Economy, the agents also stated they will pay the difference on viewing cards which were sold over the recommended price.
Spokesman for agents in the UAE, Shihab al-Hashemi, confirmed that anyone failing to refund of pay the difference would lose their licence.
Viewers were left seething after coverage of the opening game between South Africa and Mexico was blighted by constant blackouts with other matches suffering a similar fate.
Al Jazeera Sport, which holds the exclusive viewing rights to the tournament, reconfirmed that viewing cards are priced from AED300 to AED600 for consumers, and between AED3,000 and AED5,000 for commercial use.
