The FIFA Transfer Matching System (TMS) will be used obligatory for all international football transfers, starting on October 1. TMS is an online system that makes international transfers quicker, smoother and more transparent.
It has been used in a test phase since February 2008 in 18 countries and since then it has been implemented in all FIFA member associations and overall in 3633 clubs. The system is believed to prevent money laundering, protect minors and make transfers more obvious as clubs must declare if there is any third-party ownership. It will also shut down as soon as the transfer deadline is passed, preventing any confusion over whether paperwork was lodged in time.
More than 30 details on each transfer have to be entered in the TMS such as information on the player, club details, all payments including the amount, timing and bank details, and solidarity payments to previous clubs. The new system replaces the old paper-based system.
