Fifa president Sepp Blatter has claimed collusion between World Cup bidding nations is inevitable.

Fifa’s ethics committee cleared Spain-Portugal and Qatar of vote trading at the end of last week because of insufficient evidence.

But Blatter admits that collusion is part of everyday life, despite being prohibited by Fifa rules.

Pointing to the fact that all nine 2018/2022 bidders are represented on Fifa's ruling executive except Australia, he said: "It is obvious these people will speak together. You can't avoid collusion.

"But if in collusion there is something wrong, then naturally somebody would intervene.

"Collusion you find in political elections when two partners go together – enemies during the year, then they come together. This has not been banned.”
