Glasgow came out on top in an evaluation report for the 2014 bid released by the Commonwealth Games Federation early Tuesday morning.

"Glasgow has demonstrated the ability to stage the 2014 Commonwealth Games to a standard which would continue to enhance the image and prestige of the Games ... with a minimal risk of failure" the report concluded.

The report gave the Scottish city an almost perfect score where the only real concerns included a lack of detail regarding athlete accomodations and a below-par budget allotted to ceremonies.

In contrast, the bid from Abuja, Nigeria was met with many concerns.

"...There are a number of areas...which require further attention and development" the report explained, "and any decision to award the Games to Abuja should be conditional on these matters being addressed."

Several concerns were noted in areas including technology, transportation, accomodations, venues and financials. The commentary in the document seemed very cautionary and noted many areas where details were lacking and proper conclusions could not be made.

The Evaluation Commission clearly gives the nod to Glasgow, however, it is the members of the Commonwealth Games Commission who choose the final winner in a vote on November 9 in Colombo, Sri Lanka.
