The city's safety and security department says it needs R204 million in 2009 - more than five times the budget proposed in each of the next two financial years - to ensure an incident-free 2010 World Cup.
The chairperson of the council's safety and security committee, JP Smith, painted a sorry picture of the state of city police and emergency services resources when he met the budget committee on Friday to state the directorate's case for increased funding.
He laid the blame at the door of the former city administration, saying the current situation was the consequence of dire under-spending over the past decade.
