"The Guangzhou 2010 Asian Games Host City Action Plan and Working Program", with the appendixes for "The Guangzhou 2010 Asian Games Action Plan" and "The Implementation Program for the Guangzhou 2010 Asian Games City Infrastructure and Environment", were passed at the municipal government executive meeting on the 27th of October. The above-mentioned plans include the overall documents for the implementation of the "Host City Action Plan" as well as the specific tasks and schedules.

Mayor Zhang Guangning indicated that the implementation of the "Host City Action Plan" must be closely linked to construction and management of Guangzhou combining all the objectives and requirements toward "Making a big change in 2010" and "Building the most favorable habitat" in the province. Selected projects in the "Action Plan" will be the emphasis of the work for the next two years involving the city's infrastructure, management, governmental public services and the promotion of quality of life for the citizens and the city's environment.

Mayor Zhang required that all units and departments shall make an all-out effort to guarantee the implementation of the "Action Plan". He noted that they shall be required to actively explore the stated model of combining the market-oriented operation with governmental guidance. Too, the participation of all social levels is to be assured so as to improve the financing capacity and to assure the key projects are completed on schedule.
