Basildon District Council has appointed Community Solutions for Leisure (CSL) as preferred developer of the £35m Basildon Sporting Village.

PMP has been working with the Council and Basildon Renaissance Partnership throughout the process, providing advice for the procurement of a Design, Build, Operate and Maintain contract for the Sporting Village utilising the competitive dialogue procedure.

Its work has involved providing on-site project management and operating support, preparing key documentation at each stage of the procurement process, evaluating bids and leading commercial negotiation. A key focus has been supporting the Council in developing a working partnership with bidders to achieve a solution providing a balance between capital costs and ongoing revenue implications, delivering value for money and improved participation.

Councillor Kevin Blake, cabinet member for leisure and arts said: “The process that we have had to go through has been long and complex, but it has ensured that we have been able to get real value for money and the best long-term deal for the Basildon community”.

The Sporting Village will be a regional facility and will include a 50m pool; an eight court sports hall; a gymnastics centre; a 100-station health and fitness suite; multi-purpose studios and ancillary community facilities.

Outdoor facilities include a competition standard athletics track, grass pitches and six floodlit, 5-a-side artificial turf soccer pitches.

The Council secured full planning permission for the scheme on 10 March 2009, and the facility has been approved as a pre-games training camp for the London 2012 Olympic and Paralympic Games.
