A network of community sports hubs will be created across Scotland as part of a £25.5m legacy fund from the 2014 Commonwealth Games in Glasgow.
The fund will also deliver improvements to coaching and sports facilities and provide better support for athletes.
Details of the scheme were outlined by First Minister Alex Salmond.
He also confirmed that Sportscotland would contribute £18m towards the plan with another £5.5m coming from The Big Lottery Fund.
The cash adds to £1.3m already allocated up to 2010.
The legacy plan aims to create a healthier Scotland through the government's new physical activity programme, Active Nation
With health as the unifying theme, the plan has four key themes.
Active Scotland aims to promote more physical activity and get people from all backgrounds living long, healthy lives.
Connected Scotland will promote learning and culture and aim to create strong international links.
Sustainable Scotland will encourage greener lifestyles and supporting the regeneration of the east end of Glasgow
Flourishing Scotland will aim to develop business, tourism, skills and employment and promote a positive image of Scotland.
The legacy plan was unveiled by First Minister Alex Salmond in Glasgow on Tuesday.
"The 2014 Commonwealth Games offer vast opportunities to put Scotland on the path to a healthier and more successful future," he said.
"This government has great aspirations for the event to be a catalyst for physical, economic and social regeneration."
Councillor Steven Purcell, leader of Glasgow City Council, said the games presented a "once in a generation opportunity to transform Glasgow socially, economically and environmentally".
